WASHINGTON – Dec. 10, 2025 – The 91ÊÓÆµ (91ÊÓÆµ) today released the following statement from President and CEO John Neuffer urging passage in the U.S. House of Representatives of the Standardizing Permitting and Expediting Economic Development (SPEED) Act of 2025, bipartisan legislation to make critical reforms to streamline environmental review under the National Environmental Policy Act (NEPA). The legislation was introduced by House Natural Resources Committee Chairman Bruce Westerman (R-AR) and Rep. Jared Golden (D-ME).

Timely and predictable environmental reviews are essential to expanding America’s semiconductor manufacturing footprint, strengthening supply chains, reinforcing national security, and sustaining U.S. technological leadership.
